Publishing more is often what caused the problem. Here is how to find pages competing with each other, decide which should win, and consolidate without losing what the loser accumulated.

You publish a new page targeting a term, and instead of ranking, it drags down a page that was already doing reasonably well. Neither ranks properly afterwards. Nothing appears broken, traffic just quietly declines, and the usual response is to publish more content, which makes it worse.
That is keyword cannibalization, and on local sites it is unusually common because service pages, city pages and blog posts all naturally gravitate toward the same handful of terms.
This guide covers how to find pages competing with each other, how to decide which one should win, and how to fix it without losing what the losing page had accumulated.

A closely related question is answered in localizing a national blog for local search.
Cannibalization occurs when two or more of your pages target the same search intent, causing Google to split signals between them and rank neither as well as one page would.
It is not simply two pages containing the same keyword. It is two pages that answer the same question.
Symptoms worth recognizing:
The rotating URL is the clearest signal. If Google keeps swapping which of your pages it shows, it cannot decide, and that indecision costs you position.
🛠️ Action Step: Pick your three most important terms and check which of your pages currently ranks for each. If it is not the page you intended, you likely have a conflict.
We explain how to decide which pages target which city in a dedicated guide.
On local sites, cannibalization concentrates in four places: service pages versus city pages, overlapping city pages, blog posts versus service pages, and leftover pages from old site structures.
Service page versus city page. A business in one city with both a services page and a page for that same city. The most common local conflict by a distance.
Overlapping city pages. Neighboring towns sharing a search market, each with a near-identical page.
Blog versus service page. A blog post answering "how much does X cost" outranking the service page built to sell X.
Legacy pages. Old URLs left live after a redesign, still indexed, still competing.
⚠️ Common Mistake: Publishing a blog post on a topic your service page already targets. Blog content should answer adjacent questions and link to the service page, not compete with it.
Find cannibalization by checking which page ranks for each target term and by searching your own site for those terms, because both methods reveal different conflicts.
Method one, ranking check. For each important term, note which of your pages Google shows. Compare against which page you intended. Mismatches are conflicts.
Method two, site search. Run a site-restricted search for the term. If several of your pages are relevant, you have overlap even if only one currently ranks.
Method three, Search Console. Look at the queries a page ranks for and check whether another page ranks for the same ones. This is the most reliable method and the most tedious.
Do this for your top twenty terms, not for everything. The long tail rarely matters.
Choose the page with the most links, traffic and history as the survivor, unless a different page is a genuinely better answer to the query.
Sentiment about which page you prefer is not a criterion.
Choose the page that has:
Where a blog post outranks a service page, the usual answer is to keep the service page as the survivor and rewrite the blog post to answer a genuinely different question, linking to the service page.
📊 Flento Data: Across local sites, consolidating competing pages typically produces better results than differentiating them, because the underlying issue is usually that there was only ever enough distinct material for one page.
Consolidate by moving unique content into the survivor and 301 redirecting the loser, because deleting discards whatever the page had accumulated.
The process:
Where consolidation is not appropriate, because both pages genuinely serve different intents, the fix is to differentiate them properly: distinct titles, distinct headings, and content that answers genuinely different questions.
Structural guidance for local page architecture is in the multi-location local SEO guide.
Prevent cannibalization by keeping a record of which page owns which term, because it is far easier to check before publishing than to untangle afterwards.
A simple keyword map:
Before publishing anything new, check the map. If a term is already owned, either the new content targets something genuinely different or it should be folded into the existing page.
This is a spreadsheet, not a system. It takes an hour to build and prevents the most common cause of self-inflicted ranking damage.

Q: What is keyword cannibalization? A: When two or more of your pages target the same search intent, splitting signals so Google ranks neither as well as a single consolidated page would.
Q: How do I know if my pages are cannibalizing each other? A: The clearest sign is the URL ranking for a term rotating between two of your pages. A ranking drop shortly after publishing something similar is another reliable indicator.
Q: Where does this happen most on local websites? A: Between a service page and a city page for the same city, between neighboring city pages, and between blog posts and the service pages they overlap with.
Q: Should I delete the losing page? A: No. Redirect it with a 301 to the survivor so accumulated links and history transfer. Deleting discards that value entirely.
Q: Is it better to consolidate or differentiate competing pages? A: Usually consolidate. The underlying problem is normally that there was only enough distinct material for one page, and rewriting two thin pages rarely resolves it.
Q: How do I prevent this in future? A: Keep a simple keyword map recording which page owns which term, and check it before publishing anything new. It takes an hour to build and prevents most recurrences.
Q: How do I avoid keyword cannibalization across location pages specifically? A: Give each location page a distinct primary intent tied to that specific location, real local details, distinct testimonials or case studies from that area, not just a swapped city name on a template. If two location pages would read identically with the city name changed, they're competing for the same intent, and one of them should be consolidated or the templated content should be genuinely differentiated.
Q: How can I tell whether two pages are competing for the same query, or just ranking for related terms? A: Check whether they'd satisfy the same search intent if someone landed on either one. Two pages targeting genuinely related but distinct questions (a service page and a "how much does X cost" blog post, for example) aren't cannibalizing each other as long as each answers its own question directly rather than both trying to rank for the identical query. The clearest test is Search Console: if the same query shows impressions split across two of your URLs with neither settling into a consistent position, that's true cannibalization, not just topical overlap.
The instinct when rankings slip is to publish more. On a local site, more is frequently what caused the problem, because service pages, city pages and blog posts all drift toward the same terms.
