You can rank in a second city from one location, just not for every search. Here is what is realistically winnable without an address there, and when a second location is genuinely worth opening.
The standard advice for a business that serves two cities is to open a second location. That advice is wrong for most businesses, and following it has burned a lot of money on offices nobody works in and virtual addresses that got listings suspended.
You can rank in a second city from one location. Not as easily as a business physically there, and not for every search, but well enough to build real revenue from it. What you cannot do is fake a presence and expect it to hold.
This guide covers what actually works when one location has to serve two markets: how Google decides who ranks where, which signals substitute for proximity, and when a second location is genuinely worth it.
Google ranks local results on relevance, distance and prominence, and distance is measured from the searcher, which means a business ten miles outside a city starts every search at a structural disadvantage.
This is not a penalty and it is not something you can optimise away. Google's own guidance on improving your local ranking names distance as a core factor. When someone in the second city searches "plumber near me," the algorithm is genuinely trying to serve them someone nearby.
What this means practically: you will rarely win the map pack in a city you are not in, for a generic "near me" search, against businesses physically there. That specific fight is close to unwinnable.
What you can win is everything else, and everything else is substantial.
⚠️ Common Mistake: Renting a mailbox or coworking desk in the second city and claiming it as a location. Google's guidelines require staffing during stated hours, and these listings get suspended, often taking the original listing's trust down with them.
A business outside a city can realistically win organic rankings, non-"near me" searches, service-specific queries and the outer ring of the map pack, even without a location in that market.
The map pack is one block of results. Below it sits the organic listings, where proximity carries far less weight and content quality carries far more. A well-built city page can rank organically in a market you have no address in.

Unrealistic targets:
💡 Pro Tip: Set the target by neighbourhood, not by city. A contractor in Tampa, FL serving St. Petersburg should aim at the eastern half of St. Pete first. The map pack degrades with distance, so win the near edge before the far one.
Set your service area to the region you genuinely serve, keep it to roughly a two-hour drive at most, and resist the temptation to claim everything.
Service area does not directly boost rankings the way owners hope. What it does is signal scope, and an implausible scope reads as noise. A business claiming half a state is telling Google nothing useful.
For a two-city business, the right setup is usually your city plus the second city plus the corridor between them. That is a coherent, believable area.
🛠️ Action Step: Open your profile and look at your listed service area. If it includes places you would decline a job in, remove them today. Accuracy beats ambition here.
A second-city page ranks when it contains genuinely local substance: named neighbourhoods, real projects, local pricing context and local proof, rather than your standard page with the city name substituted.
This is where nearly everyone fails. The template page with "Tampa" swapped for "St. Petersburg" does not rank, because it contains no information that could only have been written by someone who works there.
What a real second-city page has:
If you cannot write 500 words of city-specific substance, you do not have enough of a business there yet. Build the business first, then the page.
Structural guidance is in the multi-location local SEO guide, which applies even when the second market has no office.
Reviews that mention the second city are the most effective non-proximity signal available, because they demonstrate you genuinely operate there rather than merely claiming to.
Google reads review content, not just star ratings. A steady flow of reviews saying "came out to St. Pete same day" builds an association between your business and that city that no amount of on-page text achieves.
How to build them deliberately:
The natural phrasing usually happens on its own, because customers routinely mention where they are.
🔥 Quick Win: Count how many of your existing reviews mention the second city by name. For most two-city businesses the answer is close to zero, and that gap explains most of the ranking gap.
Open a second location when you have enough revenue in that market to staff it during stated hours, and not before, because an unstaffed location is a suspension risk rather than a ranking asset.
The test is simple: could someone walk in during your posted hours and find a person? If not, it does not qualify, and building your strategy on it is building on sand.
Signals it is time:
Signals it is not:
Do the cheap work first. Most businesses have not exhausted it.
Flento shows you exactly how far your visibility reaches into the second city and where it stops, which is the one thing you cannot see from a single ranking number.
Local Keyword Rank Tracker runs geo-grid scans across both markets, showing the block-by-block point where you fall out of the pack. That line is your realistic boundary.
Google Review Management Software makes the second-city review flow systematic instead of occasional, which is the signal that moves that boundary outward.
Local Competitor Analysis Tool shows who holds the positions you want in the second city, so you know whether you are fighting one entrenched competitor or a soft field.

Q: Can a US business rank in a city where it has no address? A: Organically, yes, with a substantive city page and reviews from that market. In the map pack, only partially, usually in the areas closest to your actual location. Distance is a genuine ranking factor and cannot be optimised away.
Q: Is a virtual office or mailbox enough to create a second Google listing? A: No. Google requires staffing during your stated hours. Virtual offices, mailboxes and unstaffed coworking desks violate the guidelines, and suspensions from these often damage the trust of your primary listing too.
Q: How large should a service area be? A: Roughly the area you would genuinely drive to, typically up to about two hours. Claiming more does not help and makes your scope less meaningful to Google.
Q: Do second-city landing pages actually work? A: They work when they contain information only someone operating there could write: named neighbourhoods, real jobs, local context and local reviews. Templated pages with the city swapped do not rank and can drag down the rest of the site.
Q: How long does it take to build visibility in a second city? A: Typically three to six months of consistent work, with reviews being the slowest and most important input. Businesses that already have customers in that market move faster because the reviews are available to ask for immediately.
Q: Should I run ads in the second city while SEO builds? A: It is a reasonable bridge, since paid results are not distance-limited the same way. Treat it as a way to generate the customers whose reviews will eventually earn you the organic position.
Will any of this get you the number one map pack position for "near me" in a city you are not in? Honestly, no. Anyone promising that is selling something, and the businesses physically located downtown have an advantage you cannot buy your way around.
But that was never the whole prize. The organic results below the map pack, the service-specific searches, the outer neighbourhoods, and the steady accumulation of reviews naming that city add up to a real business in a second market from one location. Most companies never build any of it, then conclude the city is unwinnable.
