Staffing agency SEO for two audiences: specialty and location pages for hiring managers, JobPosting pages for candidates, plus GBP and reviews.
When was the last time a hiring manager found your staffing agency through Google rather than a referral or a cold call? For most agency owners the honest answer is "I am not sure," and that uncertainty is the problem. Staffing is one of the few industries where two completely different audiences search for you, and optimising for the wrong one quietly wastes years.
Here is the good news: staffing agencies are unusually well positioned for local search once you separate the two audiences properly. This guide covers how to rank for employer searches and candidate searches without letting one cannibalise the other, and how to handle the niche-versus-generalist decision that determines everything else.
If you are starting from zero, what local SEO is will give you the base. Then come back, because staffing has a structural quirk most guides never address.
Staffing agencies serve employers and candidates, and those two audiences need separate pages, separate keywords and separate calls to action. Blending them into one homepage is the most common reason agency sites fail to rank for either.
Think about the intent gap. An employer searching "staffing agency for warehouse workers" wants capability, speed and cost. A candidate searching "warehouse jobs near me" wants openings, pay and hours. Same agency, opposite pages.
When you try to serve both with one page, Google cannot tell which query the page answers, so it ranks confidently for neither.
How to split it:
/employers/ with industry and role pages/jobs/ with role and location pages🛠️ Action Step: Open your homepage and count how many seconds it takes to tell whether it is for employers or candidates. If it takes more than three, Google is as confused as your visitors are.
Optimise for employers first, because employer searches carry the revenue and candidate traffic tends to follow once you have jobs to post.
Candidate searches have far more volume, which tempts agencies into building the jobs side first. But candidate volume without client demand gives you a database of people you cannot place. Employer intent is lower volume and much higher value.
There is a practical exception. In very tight labour markets where you can already place everyone you find, candidate supply is the constraint, so candidate search becomes the priority. A light industrial agency in Columbus, OH with more orders than workers should absolutely chase candidates first.
💡 Pro Tip: Look at your last twelve months. If you turned down orders because you could not fill them, optimise for candidates. If you had benched recruiters, optimise for employers. Let the constraint choose.
A staffing agency that names a specialty ranks far more easily than one that offers "staffing solutions," because specialty plus city is a winnable query and generic staffing is not.
"Staffing agency" in any mid-size US metro is dominated by national brands with decades of authority. You will not out-rank them, and you do not need to. The searches that convert are narrower:
Each specialty you genuinely serve is a page, and each of those pages competes in a far thinner field.
Action Step: List the roles you have actually filled in the last year, ranked by volume. The top five are your specialty pages. Do not write a page for a specialty you cannot staff tomorrow.
Set your primary category to the most specific staffing category available, usually "Employment agency" or "Temp agency," and use secondary categories to cover the specialties you serve.
Most agencies leave this on the broadest option and lose relevance they could have had for free. Google's category list includes several staffing-adjacent options, and the specific ones outperform the generic.
Categories worth having:
Also complete the parts most agencies skip: real office photos rather than stock, accurate hours including whether candidates can walk in, and a description written for the audience you prioritised in section 2. Full setup detail is in the GBP optimization checklist.
⚠️ Common Mistake: Using a description stuffed with every industry you have ever touched. Google is trying to match your description to real searches. "We provide comprehensive workforce solutions across all verticals" matches nothing anyone types.
Build one page per office or genuine service metro, with local proof on each, and never spin the same page across cities with the name swapped.
Duplicated city pages are the single most common technical failure in staffing SEO. Agencies generate forty near-identical pages, Google indexes a handful and ignores the rest, and the site looks thin overall.
What makes a location page real:
If you cannot write 400 words of market-specific substance about a city, you do not have a business there yet, and the page will not rank.
Staffing agencies need reviews from both placed candidates and hiring managers, and the two say completely different things to a reader deciding whether to call you.
Candidate reviews arrive more easily and in greater volume. Employer reviews are rarer and worth far more, because a hiring manager reading your profile is looking for evidence that other hiring managers trust you.
How to get both:
Templates for the harder responses are in how to respond to negative reviews.
🔥 Quick Win: Add a review link to your placement confirmation email and your first-week check-in text. Most agencies have both touchpoints already and use neither.
Recruiter SEO is different from most local SEO because a staffing agency has two search audiences, job seekers and hiring managers, and each needs its own pages. Ranking for "recruiter" or "staffing agency" alone is a losing game. Ranking for "[specialty] recruiter [city]" and "[role] jobs [city]" is winnable.
For hiring managers: Build a page for each specialty you place (accounting, IT, light industrial, healthcare, legal), each with the roles you fill, your process, your time-to-fill, and a simple request form. Industrial staffing SEO services, for example, live or die on specific pages for warehouse, manufacturing, and skilled trades placements.
For job seekers: Publish individual job pages with clear titles, locations, pay ranges where possible, and "JobPosting" structured data, which helps jobs appear in Google's job search results. Remove expired jobs promptly.
For both: Publish a page per city or region you serve, with local hiring detail rather than a swapped city name. Our guide to local landing pages explains the difference.
Links and citations: Chamber of commerce and local business association memberships, industry and staffing association listings, and local workforce board pages all carry weight. Keep your name, address, and phone identical across directories, as our guide to NAP consistency explains.
A recruitment SEO company is worth considering when you run several branches and need consistent pages, listings, and reviews at scale. For a single-office agency, the highest-impact work (a complete profile, specialty pages, and reviews from both clients and candidates) can be handled in-house with the right tools. Ask any provider what pages they'll build and how they'll measure placements or leads, and avoid anyone guaranteeing a ranking. National firms scaling SEO across many locations should prioritize a repeatable location page template with genuinely unique local content on each.
Flento gives staffing agencies the three things that matter for multi-market visibility: profile health, review flow from both audiences, and per-market ranking visibility.
Local Keyword Rank Tracker shows coverage per metro and per specialty, so you can see that your IT staffing ranks in one city while light industrial is invisible in another.
Google Review Management Software automates requests to candidates and hiring managers on separate timings, without incentives or gating.
Business Listing Management Software keeps every branch consistent across directories, which matters more the more offices you run. Groundwork on that is in the NAP consistency guide.

How do staffing agencies rank on Google? Build separate pages for each specialty and city, complete a Google Business Profile, publish job pages with JobPosting structured data, and collect reviews from both clients and candidates.
What keywords should a recruiter target? Specialty-plus-location phrases such as "IT recruiter [city]" and "light industrial staffing [city]," and role-plus-location phrases such as "warehouse jobs [city]." Broad terms like "staffing agency" are too competitive.
Is SEO worth it for a staffing agency? Yes. Both hiring managers and job seekers search Google, and ranking for specific specialties and roles captures both audiences at a fraction of the cost of paid job boards.
Q: What is the best Google Business Profile category for a US staffing agency? A: "Employment agency" works for most, with "Temp agency" as primary if temporary placement is your core business. Add secondary categories for your specialties. Specific beats generic, because the specific category makes you eligible for narrower searches you can actually win.
Q: Should a staffing agency target employers or job seekers? A: Employers first in most cases, since that is where revenue originates. Flip it when your constraint is candidate supply rather than client demand. Your last twelve months of turned-down orders versus benched recruiters tells you which situation you are in.
Q: How do staffing agencies rank in multiple cities? A: One substantive page per market with genuine local content: roles you fill there, local pay ranges, and the industries concentrated in that metro. Duplicated pages with the city swapped do not rank and drag the whole site down.
Q: Do job postings help a staffing agency's local SEO? A: Yes, when marked up with job posting schema and kept current. Stale postings for filled roles hurt more than they help, because candidates bounce and the pages lose trust.
Q: How many reviews does a staffing agency need to compete? A: There is no threshold. What matters more is having reviews from both candidates and hiring managers, recent activity, and a response on every one. Twenty answered reviews outperform eighty ignored ones.
Q: Can a staffing agency rank without a physical office? A: Yes, as a service-area business with the address hidden. Expect proximity to work against you in competitive metros, which makes specialty pages and reviews more important rather than less.
The agencies winning local search are not doing anything elaborate. They picked one audience to lead with, named a specialty instead of claiming everything, and built real pages for the handful of markets where they actually place people.
That is a smaller job than the average staffing marketing plan suggests, and it compounds. Pick your specialty. Write that page this week. Then do the next one next week.
